What’s the job?
The Head of Finance leads a team within the Chief Financial Officer (CFO) directorate and is a member of the CFO Senior Management Team (SMT). The SMT is responsible for the management of the CFO Directorate of approximately 145 staff, developing the vision and strategy and ensuring that it delivers an excellent service to both internal and external customers and stakeholders. The CFO Directorate also includes the Commercial, Estates, and Compliance & Risk Management Divisions.
As Head of Finance you will be responsible for all Financial, Management and Project accounting across SLC in relation to SLC’s own spend. You will be supported by the Senior Programme Controls Accountant in a governance role for Finance generally. You will play a key role in raising awareness of all financial matters across the SLC, liaising with the Head of Risk Management and Compliance to ensure a robust compliance culture is in place.
Furthermore you will be responsible for leading those finance teams that report in to this role. In fulfilling this responsibility, you will ensure that all the teams comply with relevant SLC governance standards as well as all government policies and procedures, ensuring that all standards and requirements of HMT’s Managing Public Money, Consolidated Budgeting Guidance, Financial Reporting Manual etc. are being met.
How do I apply?
You will be a Chartered Accountant or equivalent professional accountancy qualification with experience of working at senior/executive level within a Finance discipline/role and a proven track record of continuing professional development and proven experience of leading a multi-disciplinary, professional team.
You will possess proven practical operational finance experience gained in a complex project and operational environment delivering services on behalf of multiple Stakeholders with strong understanding of the financial management and control requirements in the public sector. Further to this you will have be able to demonstrate significant contribution at senior/executive level or equivalent in an organisation going through organisational change with a proven track record of managing the delivery of a major and complex Finance function, within tight budgetary and timescale constraints
Alongside the requisite experience, you will be an effective communicator, with an ability to inspire and encourage debate on strategic issues with all stakeholders, strong relationship management skills and ability to work in a high pressure, political environment.
